POE 2 | Permafrost Bolts Witchhunter | Arbiter Fight

This is inspired by Wudijo – ICE SHOTGUN Witchhunter build. Really fun build and very satisfying clear once you get crossbow needed for the build and the ascendancy. My first crack at the Arbiter this league (3rd over all for POE 2). I died a couple of times as I forgot the boss mechanics. But build can definitely kill him easy. This build is still far from optimized, spent about 2 – 3 divines on this (2 div on crossbow). Getting shock on boss with the voltaic mark definitely helps. I guess a hybrid grenade bosser might also work.
