Its always possible (i say this because nuke said "intention to hurt someone below" not "intention to hurt the child and grandfather" and i don't think he would opt for the former over the latter without a reason if the former was likely to be true) that the teens, while still being evil little psychopaths, weren't necessarily seeing from above what the concrete they were dislodging was going to be falling on below other than the ground in general with the risk of someone being hurt bellow supplying their psychopathic "thrill". i doubt very much they saw and aimed for the child. Xiaolong is an explorer that kicks/throws things, he also curses at the ghost to antagonize them to show themselves. He also tries to fight ghost, and I like to think he is the type of person that is terrified but also has enough courage to run after them. He does a lot of paranormal exploration to see if the places are truly haunted and every time, he experiences things that are terrifying, but he stays until he tries to find the thing he had seen.
